Canada Transportation Act Review

The Canada Transportation Act (CTA) is umbrella economic legislation for Canadas national transportation system, legislating transportation modes under federal jurisdiction: rail, aviation and marine. The CTA is reviewed every eight years following a major legislative amendment.

On June 25, 2014, the Honourable Lisa Raitt, Minister of Transport Canada, announced a comprehensive review of the CTA and other Acts related to the economic regulation of transportation. The final CTA review report is due to the Minister of Transport Canada on December 24, 2015.

With Alberta Transportation serving as the lead Government of Alberta department, a cross-ministry approach was used to develop the positions for the provinces submission to the CTA Review Panel. Ministry leads were designated for the following transportation modes:

  • National Transportation Policy Ministry of Transportation;
  • Rail Ministry of Agriculture and Rural Development;
  • Air Ministry of Culture and Tourism;
  • Marine Ministry of Energy; and
  • Accessibility Ministry of Human Services.

These ministries conducted stakeholder consultations and developed draft positions/recommendations that were provided to Alberta Transportation. The Government of Alberta submission was developed from this information and then submitted to the CTA Review Panel on December 19, 2014.
